Conquering REAC Compliance
HUD REAC Inspection requirements saw many changes last year, including new steps for mold and mildew deficiencies, different processes for failed inspections, and this combined with the new standards for inspector performance and new requirements for inspectors to check not only for the existence of issues but also the quality of repairs. The changes have been so far-reaching that many who need to remain in compliance are reacting in fear. In this training, we will illustrate a systematic, orderly approach to REAC inspections. Learn how the scoring process can be utilized in the preparation method and the best approaches for success with the country’s leading REAC consulting firm. We will cover all the new REAC changes and a thorough tutorial of what you need to know to ensure success on REAC Inspections without the stress.

Your Instructor
Scott Precourt is a founding Partner of US Housing Consultants and InspectCheck Software. He has worked with owners and managers of affordable housing for more than twenty years, finding creative ways to work out non-compliance issues with HUD and Tax Credit issues ranging from physical inspections issues to compliance matters. Scott is well known within the industry for developing new and innovative solutions to prevent and correct non-compliance, and is also known as a leading voice on compliance on HUD REAC Inspections, having presented at hundreds of conferences and training events since 2006.

Your Instructors:
Dennis W. Greene is a Federal Investigator with HUD’s Region VIII Office of Fair Housing and Equal Opportunity located in Denver, Colorado. He has served in this position since September 1995, having been recalled back to the active duty Air Force in May 1999, and returning to HUD November 2013. In his role, he investigates and conciliates fair housing complaints primarily within the six state region of North and South Dakota, Montana, Utah, Wyoming and Colorado, and outside this region as needed. Overall, Dennis has over 39 years of federal public service, having enlisted in the Air Force in May 1979, receiving his commission as a ROTC Distinguished Graduate from Charleston Southern University in 1986, and retiring at the grade of Colonel totaling 32 years in uniform. He has a Masters in Human Resources Management from Troy State University in Montgomery Alabama, and another Masters from Air University following the privilege of a one year fellowship at Air War College, Maxwell Air Force Base, Alabama.
Kalie Rieger is an Equal Opportunity Specialist in HUD’s Region VIII Office of Fair Housing and Equal Opportunity. Kalie has been in her position with FHEO since July 2017 and she conducts fair housing investigations arising in the region which encompasses six states; Colorado, Wyoming, Utah, South Dakota, North Dakota and Montana. Kalie worked in the office as a legal intern prior to assuming her full-time role. Kalie is trained in mediation and holds a law degree from the Sturm College of Law at the University of Denver.
Bio of Michelle Utley:  Michelle R. Utley is a Federal Investigator in HUD’s Region VIII Office of Fair Housing and Equal Opportunity in Denver, Colorado. Prior to joining HUD’s Enforcement Branch, Ms. Utley worked for the U.S. Department of Education, Office for Civil Rights conducting discrimination investigations in secondary and post-secondary federally-funded educational institutions. As a small business owner, she also served on the Parker Area Chamber of Commerce as a Business Leads Community Chairperson. Ms. Utley is a Denver-area native and earned a degree in print journalism from Metropolitan State University.
