What Is a Contract Administrator (CA)?

A Contract Administrator (CA) is the entity responsible for administering Project-Based Section 8 contracts on behalf of HUD. CAs typically handle:

  • HAP contract administration
  • Rent adjustments and contract renewals
  • Management and Occupancy Reviews (MORs)
  • Compliance oversight
  • Budget-based rent submissions

Most states assign this responsibility to their Housing Finance Agency (HFA) under HUD’s Performance-Based Contract Administration (PBCA) program.


What Is a State Allocating Agency?

A State Allocating Agency (SAA) is the state-designated organization responsible for administering the Low-Income Housing Tax Credit (LIHTC) program. The SAA allocates federal tax credits to affordable housing developments and oversees compliance with Internal Revenue Service (IRS) requirements.

Each state designates one agency, often its Housing Finance Agency, to manage the LIHTC program.

What the State Allocating Agency Does

The State Allocating Agency is responsible for:

  • Developing and publishing the Qualified Allocation Plan (QAP), which establishes state priorities and scoring criteria
  • Reviewing and awarding LIHTC applications
  • Issuing tax credit reservations and allocations
  • Monitoring properties for ongoing compliance with income, rent, and habitability requirements
  • Reporting noncompliance to the IRS

How This Differs From HUD or a Contract Administrator

The State Allocating Agency oversees tax credit compliance, while HUD and HUD Contract Administrators (CAs) manage federal housing assistance programs such as Project-Based Section 8. A property may be subject to oversight by both a State Allocating Agency (for LIHTC) and a HUD Contract Administrator (for rental assistance).
